Angola–Brazil Medical Training Cooperation Programme (2013–2016)

International medical education cooperation between Angola and Brazil, 2013-2016.

Between 2013 and 2016, Dr. Fabio Luiz Vieira coordinated the operational monitoring of the Angola–Brazil Medical Training Cooperation Programme, an international initiative established through formal cooperation between the governments of Angola and Brazil to support specialist medical training for Angolan physicians in Brazilian teaching hospitals.

The programme operated under Brazilian Federal Medical Council Resolution CFM No. 1,832/2008, which regulates the participation of foreign physicians as trainees in Brazilian medical institutions. During this period, participating physicians undertook postgraduate clinical training across approximately 20 medical specialties at teaching hospitals affiliated with the University of São Paulo (USP) and the Federal University of São Paulo (UNIFESP).

Programme coordination

Dr. Vieira coordinated the monthly academic and administrative monitoring of participating physicians throughout their specialist training.

A structured online monitoring system was developed using an 18-item assessment instrument covering:

• clinical rotation assignments;
• academic activities;
• procedures performed;
• assessment of training environments;
• interaction with supervising physicians;
• participant self-assessment.

The monitoring system generated monthly reports that were discussed with the participating Brazilian universities and Angolan health authorities, allowing early identification of educational challenges and facilitating improvements in programme quality.

The data also enabled continuous monitoring of procedural skills acquisition and participants’ integration into clinical services, supporting quality assurance across multiple residency-equivalent training programmes.

Scientific dissemination

The experience of developing and implementing this monitoring methodology was presented at the 52nd Brazilian Congress of Medical Education (COBEM 2014) and later discussed at the WONCA World Conference 2016, contributing to the literature on international medical education and health workforce development.
