Teaching, Preceptorship and Capacity Building in Brazil and Angola
Throughout his career, Dr. Fábio Luiz Vieira has been committed not only to practising medicine, but also to forming and developing other physicians. This commitment to medical education spans two countries, multiple institutional settings, and more than two decades. Specifically, it ranges from supervising Family Medicine residents in São Paulo, to coordinating a bilateral training programme for Angolan doctors in Brazil, to guest teaching at UNESP, and contributing to CPD sessions in Luanda.
His educational work is rooted in a longstanding interest in medical education as a discipline. This interest was first expressed through participation in national and international congresses on medical education in 1995–1996. It subsequently developed along four main axes: preceptorship and supervision of Family Medicine residents at the primary care level (2004–2007); training as an educator within the PSF network; undergraduate teaching at UNESP Faculdade de Medicina de Botucatu; and continuing professional development (CPD) for Angolan physicians delivered at national hospitals in Luanda (2007–2009). In addition, he coordinated and monitored a bilateral Angola–Brazil medical training programme (2014–2016).
Early Engagement in Medical Education (1995–1996)
Dr. Vieira’s interest in medical education as a discipline — not just in clinical training — began during his medical studies in the mid-1990s. Between 1995 and 1996, he participated in three national congresses and an international workshop focused on the future of medical education in Brazil and globally. Notably, this early engagement came at a time when Brazil was actively rethinking its model for training physicians. His participation at this stage reflects a deliberate engagement with the intellectual foundations of medical practice.

Family Medicine Preceptorship and Training (Brazil, 2004–2007)
During his time as a Family Medicine physician within the Sistema Único de Saúde (SUS) in São Paulo, Dr. Vieira supervised and supported doctors enrolled in Family and Community Medicine residency programmes. This work included guiding fieldwork in community health settings and supporting trainee development. Furthermore, he participated in formal training as an educator and instructor within the PSF (Family Health Programme) network, facilitated by the Secretaria Municipal de Saúde de São Paulo.
His reflections on this experience were formalised in a conference paper presented at the 12th WONCA Europe Regional Conference in Florence (2006). The paper examined the clinical competencies of the family physician through the lens of two Brazilian training programmes — the Family and Community Medicine Fellowship and the Primary Care Physician Qualification programme. Furthermore, it was co-authored with Margareth Wieliczka (Imperial College London), connecting Brazilian family medicine training with international academic debate.

Guest Teaching at UNESP Botucatu
Dr. Vieira has contributed to undergraduate medical education at the Faculdade de Medicina de Botucatu (UNESP) as a guest lecturer. His most recent engagement, in 2024, covered teleconsultation in primary health care — a topic of increasing relevance given the digital transformation of healthcare delivery in Brazil. 🎓 Guest Lecture — The English NHS Health System
As part of his academic and educational activities in medical training, Dr Fábio Luiz Vieira delivered a lecture to undergraduate medical students exploring the organisation, financing and care coordination model of the National Health Service (NHS) in England.
Drawing on his international clinical experience and postgraduate studies in health systems and management, the session provided a comparative Global Health perspective on universal health coverage, primary care coordination, governance structures and cost-effectiveness assessment. The lecture aimed to support critical understanding of how different national health systems respond to population needs, sustainability challenges and service integration.

Continuing Professional Development for Angolan Physicians (Angola, 2007–2009)
Between 2007 and 2009, Dr. Vieira delivered continuing professional development (CPD) sessions for Angolan doctors at national hospitals in Luanda. He was embedded within the Angolan National Health System at this time. Specifically, the sessions aimed to strengthen clinical practice in high-demand specialties and to support physicians working in a rapidly evolving healthcare context. This work forms part of a broader pattern of educational engagement throughout his career.
An article published in the Revista do Conselho Regional de Medicina do Estado de São Paulo (CREMESP) described the medical education initiative aimed at strengthening clinical practice among physicians in Angola and improving technological capacity within the healthcare system.
Angola–Brazil Medical Training Cooperation Programme (2014–2016)
From 2014 to 2016, Dr. Vieira coordinated a bilateral medical training programme established through formal cooperation between Angola and Brazil. The programme operated under Resolução CFM 1.832/2008, which regulates the practice of foreign physicians as trainees within Brazilian institutions. It involved Angolan doctors undertaking clinical residencies across 20 medical specialties at seven hospitals in São Paulo. Moreover, the programme required sustained administrative, logistical, and institutional coordination within both health systems.
His coordination role included systematic monthly monitoring of each participant’s clinical rotations, integration into hospital teams, and overall progress. This work addressed the particular complexities that arise in the supervision of international medical graduates within a different health system. Consequently, the monitoring methodology was presented at the 52nd Congresso Brasileiro de Educação Médica (2014) and at a WONCA conference (2016), generating peer-reviewed outputs on the experience.
